Public bug reported:

The Super-Down arrow shortcut will restore a maximised window but won't
minimise it past that.

To reproduce:
 * Start a terminal
 * Ensure the terminal isn't maximised
 * Press Super-Up and see the terminal maximise
 * Press Super-Down
 * See the terminal restore to the original size
 * Press Super-Down again
 * Nothing happens

The window should minimise.
