No, it doesn't appear when releasing the Super key. It doesn't matter how long I hold the key down. I've tried quickly tapping as well as holding it down till the Launcher appears and then release the key. It never shows.
I've found the launcher Super->Tab sequence that goes through the Launcher icons. Hitting Super->Tab selects the Dash icon and brings up the Dash.
