Public bug reported:

I have ubuntu 11.10 on a ZT laptop (like a Toshiba) and recently I have
found that the system will not boot. The hard driver flickers, but no
screen at all - no boot - nothing. I powered off several times and
repeated. Nothing. Finally, I found that if I discharge the battery
somewhat, enough so that the power light comes one (it was off before).
Only then will it boot - without error messages. There appears to be a
problem with the power management system so that if it is not charging
(if it battery is charged fully), it will not boot up!

** Affects: ubuntu
     Importance: Undecided
         Status: New
