Public bug reported:

(First, before trying this, the panel has to be transparent, just try it with 
50%)
1º Open an app
2º Press "Alt" + click on the window
3º Move the window below the panel
4º Look at the panel, it does not update what's below it.

Also, sometimes when unmaximize a window, the panel has a small line of
dots.
