I agree that LIM is not a solution. As for me, I do not like the idea of LIM at all. Though, it may be an option, of course, for those who find it useful. But I do like global menu for maximized windows. And I would like to have a normal menu for non-maximized windows. So the initial suggestion for the three options (on - off - only maximized) seems to be the most comfortable and flexible solution.
