Bug 828392 is sort of a meta-bug for several issues with multiple
packages.
This specific issue -- that the theme gradient background does not draw
properly -- now has an upstream patch. I have attached the patch here
as well. The patch comment details the causes of the bug and why the
patch is the correct solution.
The short version is that gnome-panel sets the background pattern to
that supplied by the theme but does not correct the scaling of the
pattern to the size of the panel.
