I"m experiencing this in *buntu 6.06 LTS. it seems to come from a patch
by the kubuntu guys, more specifically kubuntu_55_kdm_usplash_down.diff.
seems like the conditions on which usplash_down is run are wrong. dunno
the right ones, tho. and the description from #43261 is not clear that
this is a duplicate of that. instead, #96078 is a duplicate of this one
(I wrongly marked it as a dupe of #43261 because launchpad won't let me
mark it as a dupe of this one).
