Public bug reported:

I don't know how to reproduce this, but every so often I find that the
windows I have on my lower workspaces suddenly are located on the upper
workspaces. The only applications I have on the lower workspaces are
xterm terminals, and they all seem to be moved at the same time, but I
haven't figured out what triggers it.
