I can confirm that dvdrip (dvd::rip) doesn't have an icon in kubuntu's kde menu. I'm seeing the same with beep-media-player, which also ships with (and in it's desktop file points to) an svg icon. See bug #116809 for additional details.
So apparently kde just lacks the ability to render svg icons in the menu.
