No it's most likely not bug 732436 - it's simply that the debian/ ubuntu
package of build16 were not complete. The language files were missing.
(or maybe that was the problem in build15 and build16 is another) -
however other distributions don't have such a problem (just naming
Mandriva, Mageia, Fedora, ...) and the deb file of the ppa is working
like a charm as well, so... the problem must be on the side of the
package build script. And the solution simply is, to take the one from
the ppa.

For me this is almost a "fix released" or "won't fix" from Widelands
side ;)
