I think I've seen this before as well, but it isn't an evolution specific bug, it seems to be a general gnome problem. The problem occurs as well if you right click on a link in firefox and select "save link as...". The save file dialog pops up, now click one of the bookmarks and you lose the proposed filename in the textfield above.
