Still having an issue like this on SN78SH7 Mobo with AMD Phemon triple
core, regardless of kernel - been happening since 2009 and is still
happening.

Key criteria:

USB devices connected, even only a hub with no other devices chained off it
BIOS - USB setting for HIGH SPEED enabled - if you set it to LOW/NORMAL (still 
USB2) kernel boots and recognises 3 cores, mostly but not all the time.

If I set USB to HIGH SPEED in bios, only 1 core of the 3 is ever
recognised - even if no USB devices plugged.
