I'm seeing this bug in 64-bit 11.10 as well. For me it isn't sporadic.
There is never, ever a time when Pidgin's menu will show up in the main
app menu. This is on a mostly fresh 11.10 install.

The only thing I've done is set com.canonical.Unity.Panel -> systray-
whitelist to ['all'], because I don't want a ton of apps to break just
to get monochromatic icons up there.
