Public bug reported:
The cut button may be abled or disabled due to the observation that
icons have enabled and disabled states.
If the audio clip is paused, the cut icon is enabled, but actual
function is not enabled when a selection of the clip is active.
Either the intention is that a cut should always be prevented during a
paused state and the icon should be in a disabled state, or
The cut function should call the stop function as a convenience to the
user, so the active selection may be cut.
