I've seem a report like this before on bugs.kde.org, but I never managed to reproduce. Now it does really makes all sence if you are saying there are 2 apper-sentinel process, the bug is probably because the kded process calls apper-sentinel but for some reason the call blocks... I'll investigate that.. as kded is the one dealing with hotkeys...
