The problem still exists in 11.10
Unfortunatly I can not provide steps to reproduce the problem. It sometimes 
appears while most of the time it works as expected.
The problem occures the most in Pidgin Messenger application. Yet there are 
other applications with this problem too, like Libre Office.
What I expect:
The top bar which now holds program specific menus which where previously 
located on the individual windows should show the menu of the app. (like File, 
Edit, Help and so on)
What I get:
The top bar only shows the name of the application like "Pidgin" or "Libre 
Office". But there is no menu at all. So you can not even close those 
applications as this usually is located in the main menu File -> Close.
