In Xubuntu, you have the ability to set system shortcuts in Settings Manager -> Keyboard. You also have the ability to change and set window manager shortcuts in Settings Manager -> Window Manager. You can not add shortcuts to the window manager, but you can modify any item listed by double-clicking. Yes, the documentation is out of date. Window Manager shortcuts are for the existing window only, not for the system.
You can add system wide shortcuts using Keyboard, shortcuts tab, which does have an add button. These would apply system wide.
