Can you confirm the version of bluez you have installed? We were under
the belief that this was all taken care of now by bluez 4.98-0ubuntu4,
but if not maybe it will be time to think about simplifying the
bluetooth upstart jobs to just start no matter what.

However, bluetooth-applet should have been started anyway by the
session, regardless of the state of bluetoothd, even if it wouldn't show
if there is both no device detected and no bluetoothd daemon running.
What I mean by that is even on one of my systems fully up to date with
no bluetooth adapter, bluetooth-applet is always running. It should be
the case on your system as well.
