seems that the problem is solved. Although I set the value of 'net.ipv4.tcp_window_scaling' to 0 on 2006-08-20 and still had problems, I tested it again by setting the value by the command 'sysctl -w net.ipv4.tcp_window_scaling=0' and I was able to download the complete URL. So I think this 'bug' isn't one and should be closed.
