the debian changelog says:

 * Sync with ubuntu:
    - Stop installing the g-p-m autostart xdg file, the daemon parts have been
      replaced by gnome-settings-daemon

it seems gnome-power-manager has been subsumed in gnome-settings-daemon
now. (although it's not very explicit in the ubuntu changelog.)

could you have a look if there is any functionality missing when using a
current gnome-settings-daemon?
