I may have a workaround -- go to Synaptic and install the 'couchdb' package.
It seems that only the 'couchdb-bin' pkg is installed by default in the upgrade. The Symantic description on 'couchdb-bin' says to install 'couchdb' for the "init files". Perhaps there is some initialization setting in these couchdb init files that is different from the default used when couchdb-bin alone is installed. Relevent Versions...
