Is this still happening for you, or has it resolved itself?
If it's still occurring, could you also attach the output from the following
commands?
$ xprop -root | grep XKB
$ gconftool-2 -R /desktop/gnome/peripherals/keyboard/kbd

Importance: Undecided => Medium
** Changed in: xorg (Ubuntu)
Status: Unconfirmed => Needs Info
