I can confirm that this error is present on my machine, therefore I have
set this bug to confirmed. I used the following steps to reproduce:

1) Press Ctrl+Alt+F1 to give focus to launcher
2) Move down to the terminal icon
3) Press the right arrow and select 'New Terminal' or 'Terminal'
4) Notice that the new terminal appears. However
- The keyboard isn't focussed on the terminal
- If you click on the title bar it changes colour to indicate that focus has 
changed - but you can't reposition any windows at all!
- Pressing and holding ALT and dragging on a window also doesn't move any window

To resolve this issue all you do is press the left-arrow once and
everything is back to normal! It appears that the focus gets stuck in
the quicklist/launcher.
