Open "System Settings" -> "Keyboard", select shortcuts tab, choose any category, such as "Laucnhers". Double-click for example "Launch help brower" to set new shortcut.
Press Alt + A to set the new shortcut. The shortcut is *never* set because the button with label 'All Settings' in the top of the keyboard settings window grabs Alt+A and returns back to all settings.
