Open "System Settings" -> "Keyboard", select shortcuts tab, choose any 
category, such as "Laucnhers".
Double-click for example "Launch help brower" to set new shortcut.

Press Alt + A to set the new shortcut. The shortcut is *never* set
because the button with label 'All Settings' in the top of the keyboard
settings window  grabs Alt+A and returns back to all settings.

Looking at keyboard settings again shows that "Launch help browser" is
not set (it's set to disabled in my case)

  In Keyboard settings, it's not possible to set shortcut to Alt+a as the
  button 'All Settings' in keyboard settings window catches pressing Alt+a
  and closes keyboard settings and returns user to all settings.
