I was unable to reproduce the bug on a 7.04 (final) LiveCD, so it looks like this was just a Beta issue.

To reproduce: Boot 7.04 beta Press Crtl-Meta-Fx, where x!=7 You should receive a completely black background with a blinking horizontal cursor in the upper-left hand corner of the screen. Any typed text will not echo, and nothing shows if you enter a command (I tried "ls"). You can still return to the graphical interface with Crtl- Meta-F7.
