Public bug reported:

Under 11.04 it worked fine, but under 11.10 I get an error when trying
to do a git clone from an https source. It works fine with http.

$ git clone https://github.com/git/hello-world.git
Cloning into hello-world...
warning: remote HEAD refers to nonexistent ref, unable to checkout.

One user reported[1] he was able to workaround the issue by installing
libcurl3-gnutls from Precise.
