This happens when the exe you are running is not executable. You have to
mark it executable by right-clicking on the file, clicking properties,
going to the permissions tab, and checking the box that says "Is
executable" in Dolphin or "Allow executing file as program" in Nautilus.
If the exe file is on a CD or some other read-only media, then you have
to open a terminal and run "wine setup.exe", where setup.exe is the name
of the exe.
