Thanks for providing a debdiff to resolve this issue.

As this bug has a simple workaround and some people may have an all-in-
one installation of rsyslog and mysql (which could cause confusion as
demoting mysql-server from Recommends to Suggests would make it eligible
for removal) I think that this fix should not go be applied as an SRU
for lucid.

Marking the tasks for Lucid and Maverick as 'Won't fix' accordingly.
