I can confirm this issue.

~$ ubuntuone-control-panel-gtk
Traceback (most recent call last):

 line 33, in <module>
    from ubuntu_sso import networkstate
ImportError: cannot import name networkstate

My machine is a fresh install of Ubuntu 10.10 then upgraded to 11.04 and
now to 11.10. The issue arised after upgrade to 11.04 (introduction of
Ubuntu One, right?).

Info: Linux PC235 3.0.0-12-generic #20-Ubuntu SMP x86_64 x86_64 x86_64
GNU/Linux

A complete reinstall of (almost) all dependencies of ubuntuone-client and
ubuntu-sso-client did not help:
~$ sudo aptitude reinstall python-oauth python-twisted-core python-twisted-web
ubuntu-sso-client python-webkit python-lazr.restfulclient

Also purging the packages (including python down to where you can go
without killing the whole system) and installing them freshly does not
help.
