Public bug reported:

I downloaded a deb-file for installing the google musicmanager. I double
clicked it. The software center automatically opened and responded with
this message: Internal Error! The file ...deb could not be opened.
However the deb file can be opened and extracted using the archive
manager for gnome. Furthermore, I marked the file as "executable".
Therefore, I suspect that this is a bug of the software center.
