This still occurs in 11/04.  I don't remember it when first installed,
so recent updates may have re-introduced this (if it was ever gone).
This is on an Acer Aspire 5517 (AMD 64-bit) with the classic interface.
As reported, re-logging in seems to bring things back.  My gut suspicion
is that on the first login after booting, something hasn't fully
finished starting up, and the applets or the panel trips over it, or
possibly something is very busy, and the panel's applet launcher or some
call the applets all make times out.
