Public bug reported:
The notify-osd status bar is stuck at full when raising brightness. It
lowers only one notch when lowering it. It only happens on a Dell
Latitude D630 ATG.
To reproduce:
- reboot and login;
- press "fn"+ arrow up to raise brightness and notice that the osd bar stays
only at full position, flashing, while the actual brightness raises;
- press "fn" + arrow down to lower brightness, and notice that the osd bar only
shortens one notch, while the screen brightness lowers to minimum.
