Confirmed. I've had the same problem after upgrading my xubuntu from 10.10 to 11.10 (via 11.04 naturally). Other notifications disappear as they should, network notifications remain until manually dismissed. I can also confirm that it's quite annoying, though maybe not extremely. :)
