Note that I think there's a better solution than a timeout -- the driver can detect upfront whether or not HCI_SYSTEM_EVENT is supported and choose not to use it. Probably the INFO method can be used like on other devices that use NTFY, but they will need to be decoupled because your machine doesn't support NTFY in the same way.
One other interesting note is that your machine seems to have a WMI interface, which could be superior to the interface toshiba_acpi is using.
