Not sure if it's the same thing, but it seems related... I used to have monitor 1 "beneath" monitor 2, so the launcher was on monitor 1. I then used the Displays settings to move monitor 1 to the right of monitor 2, so Unity put the launcher on the far left, monitor 2. When I did this, everything changed fine, but the Unity launcher was gone. If I pressed Super to get the menu, it popped up and showed a border around where the launcher should have been, but no launcher. I had to restart Unity for the launcher to come back.
