Public bug reported:

When dragging a file into the taskbar (window buttons), when window grouping is 
on, the window/windows do not popup. I.e. there's no way to drop that file 
finally, since no window is activated. 
When the windows are not grouped, the window you drag into is brought to 
FGround so one can drop the file.
