In 11.10, I can not use the ccsm and about:config unity to turn on the
"Bias alt-tab sorting to prefer windows on current workspace". The
option is checked to YES. Even gconf-editor is showing the option as
enabled.

Is there any other way of changing this option? Where should one look
for remedy if the option has no effect whatsoever?

On top of that, ccsm crashes miserably when trying to manage profiles,
damaging the gconf configuration unrecoverably. This is some UTF8
encoding error in python when trying to read the unity profile. Is it
just my installation or do you have the same problem?
