This was affecting me, but I found a workaround on another forum or bug somewhere:
Steps: * Run alsamixer * look for muted outputs * unmute for me it was "S/PDIF 1". All the behaviour above matches - worked on previous ubuntu installs on the same hardware, other sound outputs worked - just not HDMI. Still needs a bugfix I guess - so that it isn't unnecessarily muted, or at least so that it can be unmuted through the normal GUI.
