Upstream says that this is because of document placed restrictions, but there is a gconf key (/apps/evince/override_restrictions) which overrides those. It worked for me. Could this be made on-by-default? I honestly can't think of what kind of ui could make uncopyability clear (apart of popping up a message dialog in answer to 'saveas').
