Public bug reported:

With "term screen-256color-s" in .screenrc screen automatically set $TERMCAP 
variable which breaks applications like mc with 256 color support.
Running mc in bare rxvt or as `TERMCAP="" mc' workarounds the problem.

In order to fix it screen shouldn't touch $TERMCAP unless specifically
instructed in .screenrc to do so.
