Public bug reported:

The same 3g key worked in Natty and Maverick.
Only appearent difference in the syslog in Oneiric is the "open blocked by 
driver for more than 7 seconds!" warning.
Judging from a Fedora users' forum discussion it seems like it's the latest 
version of modemmanager causing this issue on similar hardware:
