Public bug reported:

I am not aware of what triggers the problem but sometimes (at least
once/day)  the Gnome3 panel (the bar across the top with the Date, the
icons for sound, battery network, etc.) disappears.  The menu bar for
individual applications continues to work, but I cannot get the panel to
relaunch.  Logging out with "sudo service gdm stop ; sudo service gdm
start" returns to a valid login screen; if I log in as a different user,
everything is fine.  If I log back in as myself, then the problem
persists.
