That's excellent news. Please create a new bug titled something like: "Compiz refresh rate is slow and stuttering when Bailer plugin is active"
It's good news because it sounds like we're just dealing with a logic problem, or frame deadline problem, in compiz. Instead of disabling Bailer however, can you change its settings in CCSM and solve the problem with Bailer still active? Ideally, please put your responses in the new bug.
