This appears to happen regardless of window manager. I've seen this behaviour in Unity, Gnome classic, XFCE4, LXDE, Lubuntu and MATE (the Gnome2 fork).
The focus issue appears in all the above, as well as the moving windows with keyboard shortcuts.
