After some additional digging we found a bug in our dell-recovery tool that was throwing things off while simulating a factory preload for a machine bound for China: https://bugs.launchpad.net/ubuntu/oneiric/+source/dell- recovery/+bug/879114 We had an incorrect Simplified Chinese setting specified, which in turn caused some the mayhem listed in this issue.
