bugzilla.kernel.org 'ALWAYS' times  out on me when I try to connect. Is
this the right URL?

I can submit a bug report to upstream, install whichever kernel they
need, and run any debugging trace info they require if I can get access
to the bug tracking system and info on their requirements.

If I  can't get bugzilla site to work can the initial bug report be done with 
an email and attachments? What info will they need?
Is there a documentation link about filing kernel bugs?
