I found a simple fix to the problem although I still don't know the cause of 
the bug.
My simple fix is go to the hidden directory ~/.gnome2 and delete the corrupted 
file ~/.gnome2/session.
After deleting the file, simply reboot the computer and the top/bottom panels 
will re-appear.
Everything is working fine now.
By the way, I did not have Beryl running on my computer.
