I think i have the same problem. When i open GIMP and there are the three windows (canvas, toolbox and layer-box/Journal) and i select the canvas, then switch to firefox by pressing alt+tab and switching back by pressing alt+tab again, then for example the layer-box will be selected. But it will ever be the layer- box, what means that it isn't random.
