Hello, I am encountering this same problem on Ubuntu 11.04. The history of the problem in my case is as follows: on initial install of Ubuntu 11.04 libreoffice worked OK (an ordinary user could call the program); however, after a while I began getting the "The application cannot be started. A general error occurred while accessing your central configuration. " I was not able to determine what caused the bug; it may have been after I installed emacs, though I am not sure.
