Searching for 'iperf windows' turns up some results, although I'm
reluctant to link to any of them directly since I can't vouch for their
quality, that they aren't torjans, etc. It might also be worth checking
if cygwin includes iperf.

I'm not really familiar with any other network performance tools. I'm
aware of netperf, but I haven't used it, and it looks like it's probably
*nix only anyway.
